Good install video dude!
Caster shims won’t help with wobble or shake.
Caster shims helps with return to center after turning and darting left and right when driving.
I’ve never heard of putting the shims on the top, you always want them on the bottom to increase caster.
The longer bolts provided in my kit bottomed out on the shoulder of the bolt into the frame horn before they would tighten down. (I noticed you had the same bolts with a longer shoulder as I did) Your 1/8" aluminum brackets for your bumper cage may have been enough for you, mine were close but it would have been a problem. I reused the factory bolts from my Karmann Ghia and had plenty of threads for safely tightening the bolts to 60 ft/lbs for a 10mm bolt. I agree with other posters the theory of the caster shims is due to the perpendicular angle of the beam and pan to the ground. My Ghia is dropped 3" so my trailing arms are raised pretty high and the beam was slanted forward. Shims on the bottom of the beam brought it back to a fairly decent angle but as far as your shimmy in your car I would say the shims will not have any effect on your issue. I would look at tire balance or your steel wheels being out of round causing your shimmy at higher speeds.
Lol I test my bug in rain sleet, snow and ice, and my front & rear as well as back quarter windows are removed
